Khabarovsk forum drafts road map for integrating Deaf and hard of hearing young people
The "Listening with the Heart" youth forum in Khabarovsk, Russia, produced a six-part road map to improve life for Deaf and hard of hearing young people. Proposals include legally anchoring Russian Sign Language in schools, extra university admission points for sign language skills, dedicated teacher training, mandatory subtitles at cultural events, a "More Than a Job" employment track offering Deaf workers equal pay, and accessible tourism with sign-language video guides and trained Deaf tour guides.
