Francisco Beltrão council unanimously passes three Deaf inclusion laws: Libras recognition, bilingual Deaf education and accessible exams
The city council of Francisco Beltrão, in Paraná, Brazil, unanimously approved three bills from councilor Emanuel Venzo for Deaf people. One guarantees Libras exams, interpreters and at least 60 extra minutes for Deaf and hard of hearing candidates in municipal public exams. Another recognizes Brazilian Sign Language as a legal means of communication in the city, with staff training, Libras at council sessions and a Municipal Libras Day on September 26. The third sets guidelines for bilingual Deaf education with Libras as first language and written Portuguese second, and honors pioneering Deaf educator Rosane Gowacki.
