The Instituto para Niños Ciegos y Sordos (INCS) in Cali, Colombia, says its Deaf and blind students will return to in-person classes on Tuesday, Nov. 3, at the Lions Club's Instituto de Terapia Especial de los Sentidos in San Fernando, after the Aug. 10 earthquake severely damaged its rehabilitation and education center in southern Cali.
